Victim's Friends say Punishment Too Light

"I think the punishment is absurd."

Vicki McCutchen played pool with Jimmy Wagner Wednesday nights at the Billiards Club, where a picture of Wagner still sits, over the spot where McCutchen and others performed CPR. That's where they frantically called emergency dispatchers for help.

Dispatch tape: "billiards club, Yeah 2686 Kirby Whitten. I don't think that's ours Kirby Whitten's not yours Not below 2735 I don't think once it goes south "oh my god this is ridiculous."

The confusion meant catastrophe for Jimmy Wagner who died at the hospital following a heart attack.

Vicki McCutchen, Victim's Friend: "They said that's not a good address. I said are you telling me that I'm standing here in front of this door and... I'm not here. And she said no m'am that's not what I'm telling you i'm just telling you that's not a good address."

Two of the Memphis Fire dispatchers who answered calls were given written reprimands. One an oral reprimand. And another two were suspended without pay, one for a day and another for nine days.

Those who were there - like McCutchen - are outraged at the light punishment.

McCutchen: "If it were a paramedic lying there on the floor... Or a fireman lying there on the floor or a policeman lying there on the floor... Bartlett or Memphis... SOMEONE would have been here within five minutes or less... And it took an hour."

None of the dispatchers will be fired. In fact, the head of the firefighter's association says they will likely appeal their current punishments.
